The ECB describes the need for a development plan as:
The concept of ‘club development planning’ or ‘business planning’ is growing ever more important within community club cricket. A club development plan documents the objectives, actions and costs associated with the development needs of a cricket club. Without a club development plan, it will become increasingly difficult for community cricket clubs to attract support, time, resources and investment into their club. In simple terms a club development plan demonstrates why a cricket club wants support, time, resources and investment and what the cricket club is going to do as a result of this investment.
